Sub:- Assured Career Progression Scheme (ACPS) effective from 09.08.1999 for Announcers, Music Composers, Instrumentalists & Newsreader-cum-Translators in AIR.
Reference this Directorate's O.M. No. 8/1/2008-S.VIII (Pt.I), dated 01.07.2010 on the subject cited above.
All the Zonal Heads of AIR were requested to convene the Screening Committee Meeting to consider the 1st financial upgradation under ACP Scheme in r/o Announcers and 1st & 2nd financial upgradation under ACP Scheme in r/o Instrumentalists and send the recommendations of the Screening Committee along with year wise CR Grading Charts and Integrity/Vigilance Clearance Certificates to this Directorate for approval.
The Zonal Heads of AIR were also requested to send the complete proposals along with details in the enclosed proforma, ACR dossiers and Integrity/Vigilance Clearance Certificates for consideration of 2nd financial upgradation under ACP Scheme in respect to Announcers and 1st & 2nd financial upgradation under ACP Scheme in r/o Music Composers to this Directorate for convening the Screening Committee Meeting.
It is to be mentioned here that the composition of the Screening Committee will be the same as in the case of Departmental Promotion Committee.
But, most of the Zonal Heads of AIR have not sent the above proposals to this Directorate causing unnecessary hardship to the employees concerned and correspondences in this Directorate.
It is, therefore, requested that the above mentioned formalities may please be completed urgently and the complete proposals may please be sent to this Directorate for necessary action.
DG (News), NSD, AIR, New Delhi is also requested to send the complete proposals along with details in the enclosed proforma, ACR dossiers and Integrity/ Vigilance Clearance Certificates for consideration of 1st & 2nd financial upgradation under ACP Scheme in respect to Newsreader-cum-Translators to this Directorate for convening the Screening Committee Meeting.
This issues with the approval of competent authority.

Sub: Promotion in the Cadres of Announcer, Instrumentalist & Music Composer in AIR.
As Regional DDGs and Zonal Heads of AIR are aware that the DPCs for considering promotion in r/o Announcer Grade IV to Announcer Grade III and Music Composer Grade IV to Music Composer Grade III are to be convened at the Zonal AIR stations and recommendations of the DPC along with year wise CR gradings and Integrity/Vigilance Clearance Certificates are to be sent to this Directorate for approval.
The DPCs for considering promotion in r/o Announcer Grade III to Announcer Grade II, Announcer Grade II to Announcer Grade I, Instrumentalist Grade II to Instrumentalist Grade I, Music Composer Grade III to Music Composer Grade II and Music Composer Grade II to Music Composer Grade I are to be convened at Directorate/Ministry levels. The Zonal Heads of AIR are required to send the complete proposals along with CR dossiers and Integrity/Vigilance Clearance Certificates to this Directorate for convening the DPC. Delay in completion of above formalities by the Zonal Heads of AIR is causing unnecessary hardship to the concerned employees and correspondences in this Directorate.
All the Zonal Heads of AIR are, therefore, requested to complete the above work urgently and send the proposals to this Directorate for necessary action.

ए.सी.पी.\डी.पी.सी. सम्बन्धी ऑर्डर प्रदर्शित करने के लिए धन्यवाद |लगता है सदस्यों की सक्रियता रंग ला रही है |देखना है इसमें कोई साज़िश न हो जाये | जागरूकता ज़रूरी है | आवश्यकता इस बात की भी है कि हर छोटे बड़े केंद्र के साथी अपने काडर के हित कि सोचें और छोटे छोटे स्वार्थ ,यदि हैं तो उने छोड़े |क्योंकि देशभर में फैले दर्जनों छोटे केन्द्रों पर सदस्यों से बेहिसाब काम दिन रात लिया जा रहा है और वो किसी लाभ का क्या अपने वाजिब हक से भी महरूम हैं |हमें मिलजुलकर अपनी आवाज़ रखनी है |
रत्नू जी कृपया यह भी व्याख्यायित करें कि इस ऑर्डर से कितनी सर्विस करने वाले को क्या लाभ होगा |अधिकाँश साथी १-१-२००६को या तो ग्रेड ४ में थे या वे १-१-०६ के बाद ग्रेड ३ में गए इन्हें क्या लाभ होने कि संभावना है |और जो साथी २० से अधिक वर्षों कि सेवा कर चुके हैं उन्हें क्या होगा |इन सभी शंकाओं का कारण ये है कि हमारे साथ सदा से धोके होते आ रहे हैं और हमारे कथित वरिष्ठ साथी उन बातों को नज़रअंदाज़ भी करते आ रहे हैं |
साथियो, ए सी पी स्कीम उन पर लागू होगी जिन्हें 31 अगस्त 2008 तक एक ही ग्रेड में 12 वर्ष पूर्ण करने के बावजूद कोई पदोन्नति नहीं मिली अर्थात 31 अगस्त 1996 या इससे पहले के उदघोषक जिन्हें 12 वर्ष अथवा इससे अधिक की अवधि में कोई प्रमोशन नहीं मिला है उनको ए सी पी का लाभ मिलेगा. विशेष रूप से जिन उदघोषकों को 1.1.2006 के बाद ए सी पी दी जाती है वे सीधे 10000/- के स्केल में 6600/- का ग्रेड पा लेंगे जैसा पे कमीशन ने सिफारिश की है और श्री कृष्णा शास्त्री के हैदराबाद कैट केस में भी निर्देश दिए गए हैं. ऐसा इसलिए होगा क्योंकि पे कमीशन ने हमारे तीन शुरुआती ग्रेड 5000,5500,6500 को मिला दिया है और अब दो ही ग्रेड रह गए हैं 6500 और 10000. DOPT के पे फिक्सेशन संबंधी दिशानिर्देश स्पष्ट करते हैं कि 1.1.2006 के बाद ए सी पी अथवा डी पी सी होने पर हर उदघोषक को उसके पदानुक्रम (Hierarchy) में अर्थात बचे हुए ग्रेड में फिक्स किया जाय जो 10000 का स्केल अथवा 6600 का ग्रेड पे है. मगर यह ध्यान रहे कि एम ए सी पी में यह लाभ नहीं मिलेगा अतः हमें पहले डी पी सी और ए सी पी पर जोर देना है.

Phir se sab ko samjhayen ki ACP aur MACP main kya antar hai. taki shri chandershekhar ji ko hum sab acche se dhanyawad de saken. AAA KI sabse badi jeet ke liye. hamen lagta hai log samjhte hain parantu comments se aisa lagta hai stithi badi hasyaspad hai. anurodh hai thathyon par aap hi roshni dalen command aap ke paas hai
दोस्तो, 02/03 दिसंबर के महानिदेशालय के आदेशों में कुछ भी नया नहीं है सिर्फ यह बताया गया है कि ग्रेड IV अनाउंसर की डी पी सी/ए सी पी जोनल केन्द्रों पर होनी है लेकिन कैसे होनी है तथा कौनसे पे बैंड अथवा ग्रेड पे देने है यह स्पष्ट नहीं है क्योंकि 6th पे कमीशन के बाद ग्रेड IV तथा ग्रेड III अस्तित्व में ही नहीं हैं उनका ग्रेड II में विलय हो चुका है, अस्तित्वहीन ग्रेड की डी पी सी कैसे होगी और किसमें ? आने वाले कई सालों तक गेंद कभी महानिदेशालय और कभी जोनल स्टेशनों के बीच घूमती रहेगी और सारे उदघोषक मूक दर्शक बन उसे इधर से उधर जाते देखते रहेंगे. हमारे जनरल सैक्रेटरी इस भ्रम की स्थिति को अपनी बड़ी उपलब्धि बताकर इसे और हास्यास्पद बना रहे हैं.
