IMPORTANCE OF DPC AFTER 6th CPC

I wish to draw your attention to the fact that the basic direction and focus of our cadre has drastically changed after the 6 CPC with dramatic implications that never before happened or was never dreamt by us. As per the 6 CPC since all the three grades have been merged in one identical grade of 6500 the Ministry of Personnel issued orders regarding the fixation of pay in Rs.15600 Pay Band after DPC from 1.1.2006 to our cadre. This extraordinary rise in pay is indigestible to some officials in the Directorate and resorted to a conspiracy of not conducting the DPCs for our cadre and went to the extent of misusing the DPC rules and cheating the announcers by way of issuing orders of DPCs held after 2006 but with retrospective effect from 2005 thus denying us 15600 Pay Band. 24 announcers of Delhi have been granted promotion through DPC in 2007 but implemented with retrospective effect from 2005 this is completely against the basic principles and rules of DPC which directs effective orders only prospectively and not retrospectively. Retrospective orders can be given only in cases related to ACP or MACP. The malicious intentions of the Directorate to continue to suppress the benefits of our cadre are now exposed through this order. They also went to the extent of silencing the announcers of Delhi and made the associations office bearers work in tandem with the evil designs and projected a useless and never to happen cadre restructuring in a bid to distract and deny our cadre from getting the most advantageous financial benefits as given by 6 CPC. 

Now the situation is that we may be denied the benefits of 6 CPC as they were projecting the cadre restructuring which may never take place so we have to rise in unity in seeking the conducting of DPCs in all parts of the country only by which the official conspiracy can be countered. So I appeal to all of you to send the details of DPCs held in your part of the country so we can compile a genuine list of sufferers and take ahead their fight with proper plan and program on a national wide basis. Once again I humbly seek your attention that efforts to counter the evil design of the directorate have already been initiated, several RTIs have been put asking the reasons for not implementing the orders, DPCs, ACPs and MACPs.The announcers of Andhrapradesh together with Mr. Krishna Shastri are filing this case in the CAT at Hyderabad for which they have already hired an advocate Mr. K. Sudhakar Reddy who was also our advocate in the 1994 case of Hyderabad CAT where in 40 posts of Programme Executives have been put a side for want of recruitment rules to be framed for announcers as assured by the representative on behalf of the then DG of AIR.

दोस्तो, मैं एक बार फिर आपका ध्यान इस बात की ओर दिलाना चाहता हूँ कि छठे वेतन आयोग के पश्चात हमारे कैडर  की दशा और दिशा सब नाटकीय रूप से बदल गई है और इस कमीशन ने उदघोषक  को वो सब देने की सिफारिश कर दी है जिसकी कल्पना ना हमने कभी की थी और ना हमारे विभाग ने. इस  कमीशन ने हमारे तीन ग्रेड 5000, 5500, 6500 को एक ही ग्रेड में मिला दिया तथा भारत सरकार के कार्मिक विभाग ने सिफारिश की कि 1.1.2006 के बाद होने वाली विभागीय पदोन्नतियां (DPC) पुराने 10000 के ग्रेड में अथवा नए 15600 पे बैंड में दी जाय. लेकिन हमारे हक़ में बनी इस स्थिति को महानिदेशालय के कुछ अधिकारियों ने तुरंत ताड़ लिया और हमारी DPC करना बंद कर दिया है और हो चुकी DPC के लिफ़ाफ़े अनुमोदन के इंतज़ार में महानिदेशालय में वर्षों से धूल चाट रहे हैं, इतना  ही नहीं नए वेतन आयोग के बाद हुई पदोन्नतियों (DPC) को संशोधित कर 1.1.2006 से पहले दिखाया गया है ताकि हमें छठे वेतन आयोग की सिफारिश का लाभ ना मिले. इस षड्यंत्र का सबसे बड़ा उदाहरण है दिल्ली ज़ोन की 24 उद्घोषकों की 2007 में हुई DPC को संशोधित कर 2005 में दर्शा कर 6600 के स्थान पर 4200 ग्रेड पे दे दिया गया. धोखे का यह सिलसला यहाँ तक भी नहीं थमा और 2009 में महानिदेशालय के कुछ अधिकारियों ने हमारी एसोसिएशन के पदाधिकारियों को कैडर रिव्यू के काल्पनिक जाल में फंसा कर वेतन आयोग की इस महत्वपूर्ण सिफारिश को लागू ना करने का पक्का इंतज़ाम कर लिया तथा इस लोकोक्ति को चरितार्थ कर दिया कि "ना नौ मन तेल होगा ना राधा नाचेगी".
साथियो आप चाहें तो इन मनमानियों को रोका जा सकता है, आप अपने ज़ोन में 1.1.2006 के बाद हुई DPCs का विवरण ब्लॉग पर दी गई मेल आई डी announcersassociation@gmail.com पर भेज सकते हैं और हम इस विवरण का उपयोग आर टी आई तथा अदालती आदेश पाने के उद्देश्य से करेंगे जिसकी शुरुआत हो चुकी है. मैंने अपने बहुत से आर टी आई आवेदनों में महानिदेशालय से उदघोषक की डी पी सी, ए सी पी, एम् ए सी पी के कारण जानने चाहे हैं तथा यह प्रक्रिया लगातार जारी है. आर टी आई में मिले तथ्यों का उपयोग हमें अदालती उद्देश्य के लिए करना होगा ताकि पे कमीशन की सिफारिशों को लागू करने के लिए विभाग विवश हो जाए. इस सम्बन्ध में हमारे आँध्रप्रदेश के साथियों ने श्री ईमणि कृष्णाशास्त्री के नेतृत्व में हैदराबाद कैट से 4600 ग्रेड पे में फिक्सेशन तथा 6600 ग्रेड पे में डी पी सी के आदेश प्राप्त करने के लिए उसी एडवोकेट की सेवायें लेना तय किया है जो सन 1994 के कैट हैदराबाद केस के वकील थे जिसमें उद्घोषकों के लिए कार्यक्रम अधिकारी के 40 पद खाली रखे गए थे लेकिन शपथ पत्र में भर्ती नियमों में बदलाव की बात स्वीकार करने के बावजूद महानिदेशालय मुकर गया तथा हम ऊपर की अदालतों में नहीं गए. दोस्तों इस बार हमें पे कमीशन की सिफारिशों को केवल लागू करवाने के आदेश प्राप्त करने हैं जिसमें बहुत समय नहीं लगने वाला. धन्यवाद!
