AFTER MERGER NEXT DPC IN EXISTING GRADE 1

Friends, as you know there are four grades in the Announcer cadre from 1974. As per 5 Pay Commission our four grades were Jr.scale 5000-8000,Sr.scale 5500-9000,Selection grade scale 6500-10500 and supertime scale 10000 -15200. The 6th PC merged Jr. Announcer 5000 and Sr. Announcer  5500 with the selection grade Announcer 6500. Now practically we have only two grades in our cadre i.e. 6500 and 10000.The 6 Pay Commission recommended Pay band of the 9300-34000 with grade pay 4200/4600 for 6500 and Pay Band 15600-39100 with grade pay 6600 for old one 10000-15200. The Government of India, Ministry of Personnel’s 13.09.2008,09.03.2009 and 24.3.2009 orders are apparently saying (available on the blog) that  where two or more scales have been merged, the existing DPC for the higher/highest grade will be the DPC for the merged grades (DOPT order dt.24.03.09). In case of the merger in higher Scale no need of suitability or qualifying service. The guideline table of the DOPT is much clearer and according to this 6600 grade pay should be given after 10 years service in 4200 Grade Pay. Friends I want to remind you that the above said beneficial situation only for Artist cadres because promotion from 6500 to 10000 is rare in other cadres. We should take advantage of the situation and try to demand for implementation of all the orders of Government of India. To clarify more for your convenience the comparative study of cadres of AIR is shown in the table: -
दोस्तो,जैसा कि आप जानते हैं अनाउंसर कैडर में सन 1974 से चार ग्रेड चले आ रहे हैं | पांचवे वेतन आयोग के अनुसार हमारे कैडर में चार ग्रेड यथा Jr.scale 5000-8000,Sr.scale 5500-9000,Selection scale 6500-10500 और Supertime Scale 10000 -15200 थे | छठे वेतन आयोग ने हमारे Jr.अनाउंसर 5000 तथा  Sr.अनाउंसर 5500 को selection ग्रेड अनाउंसर 6500 में मिला दिया, अब हमारे कैडर में व्यावहारिक रूप में केवल दो ही ग्रेड अस्तित्व में हैं 6500 और 10000 | वेतन आयोग ने 6500 को 9300 -34000  के वेतन बैंड में 4200 /4600 के ग्रेड पे तथा 10000 को 15600 -39100  के वेतन बैंड में 6600 के ग्रेड पे में रखा है | भारत सरकार के कार्मिक मंत्रालय ने अपने 13.09.2008,09.03.2009 तथा 24.03.2009 के आदेशों में (ब्लॉग पर उपलब्ध) में स्पष्ट किया है कि Where two or more scales have been merged, the existing DPC for the higher/highest grade will be the DPC for the merged grades  (DOPT order dt. 24.03.09). इन्हीं आदेशों में higher scale में merger की स्थिति में ना तो suitablity देखने ना ही qualifying service की शर्त रखी गई है तथा guideline table में 4200 ग्रेड पे को 10 वर्ष  के पश्चात् 6600 ग्रेड पे देने की सिफारिश की है | साथियो मैं आपको याद दिलाना चाहता हूँ कि जो लाभकारी स्थिति छठे वेतन आयोग के पश्चात अनाउंसर कैडर में बनी है वो अन्य में नहीं क्योंकि 6500 से सीधे 10000 में promotion की व्यवस्था आर्टिस्ट कैडर को छोड़कर अन्य कैडर को नहीं है | संयोग से उपजी स्थिति का हमें फायदा उठाना चाहिए और 2006 के पश्चात पदोन्नति अथवा ACP पाने वाले साथियों को 10000 का scale तथा 6600 ग्रेड पे दिलाने के प्रयास बिना समय गँवाए करने होंगे |  स्थिति को और स्पष्ट करने के लिए आकाशवाणी के cadres का एक तुलनात्मक अध्ययन टेबल में  दर्शाया जा रहा है :-
